Publish coverage and quality limits before public-health or climate analyses mistake missing station data for safe conditions.
PLANNED EVIDENCE DESTINATION
Measure heat-record coverage in NOAA GHCN-Daily
Offer maintained coverage indices, heat-data sufficiency APIs, alerts, and decision-specific reports while raw observations remain public.
Cities, health systems, insurers, real-estate risk teams, climate services, or resilience planners.
daily during heat season
ACCEPTANCE CONTRACT
What must be
true first.
Exactly 10 station IDs and the fixed year are used; leap-year math is correct; missing and quality-flagged observations are counted separately; every count recomputes from named NOAA station files.
Accepted artifacts publish under CC0-1.0.
Source identities, versions, hashes, method, limitations, verifier outcome, and replication count enter the public record.
Follow-up is proposed only. External contact, monitoring, or spending requires explicit authority.
UPSTREAM ROUTES
Trigger: replicated station or flag anomalies remain current
Trigger: accepted coverage metrics are reusable for a declared geography
